Security Requirement- Phone Inside Vault?

Is there a regulation or bank security requirement stating that a phone be located inside the vault?

No. Reg H (linked below) is very basic and requires lighting from the outside.

But the reality is, the requirements are very brief because banks do more and here we want to think about the people on the inside of the vault. Say a robber puts staff in a vault and closes it, or someone is locked inside in error. BOL Guru Barry Thompson recommends the vault have ventilation for fresh air and a phone to communicate to the outside. Cell phones may have a reception problem and a charger wouldn't usually be available. SO a landline is recommended and it should be hidden or inconspicuous so that the robber mentioned earlier wouldn't destroy it.
