Is it possible for a small bank to receive an Outstanding rating?
Answer: 

The vast majority of small banks receive a CRA rating of Satisfactory. For a small bank to receive an outstanding rating it must meet each of the standards for a Satisfactory rating and exceed some or all of those standards.
