Smart phones reduce people's awareness of their surroundings. We were discussing robbery awareness when I made that particular statement.
The problem is when a) back office staff members see a robbery and, without thinking, use their cell phone to call 911 right in front of the robber, b) they are absorbed in their phone and walk unaware into a robbery in progress, or an active shooter situation that happened recently, c) staff walk to/from their cars and the institution building without noticing anything around them, making them a target.
You always need to stress with staff to be aware of cell phone blindness.
