Can you tell me when a non U.S. citizen might be expected to have a SSN Card?
Answer: 

A resident alien, the holder of a green card, can generally obtain an SSN. A non-resident alien can only obtain an SSN if he or she has permission to work in the U.S. Cards granted in the last instance will be labeled "Issued for Work Purposes Only."
