How do we know the card was received back by the consumer?

You ask, and hope they don’t lie. This involves allowing someone to use a card and then retrieving it to end that authorization. If the card is not recovered by your consumer, they need to contact the bank to have the authorization terminated. If they do retrieve it and that other person steals and uses it, that's unauthorized.
