What are some restrictions and policies to adhere to when beginning the thumbprinting program to reduce fraud? Also, what areas of compliance should be followed? Do we have to post signs at tellers' windows and change disclosure brochures?

It is an internal security measure. There are no Federal rules pertaining to this. Check your state.

You will want to post signs indicating you do this. That is a key deterrent. You will also want a sound policy that is followed. Decide if you will print only non-customers cashing checks or new accountholders as well.
