Transitioning to the new (2108) HMDA file format

Question: 
What happens under the new HMDA rules with applications taken in 2017 on which final action is completed in 2018? Which format gets used?
Answer: 

Applications that begin in 2017 with an action date in 2018 must be reported under the revised rules. Therefore it will be important to have all data available for 2017 applications that seem like they will carry over into 2018. That raises the issue of when the LAR will be ready to capture all of the new fields, and a need for running two LAR formats simultaneously – those with action taken in 2017 and those that carry over to 2018.
