The regulation prohibits phone calls to debtors before 8:00 a.m. and after 9:00 p.m. Correct?
Answer: 

Generally that is correct, but it measured using local time where the borrower is located. For example, if the collector is located in the Eastern Time zone and the borrower is located in the Central Time zone a call made by the lender at 8:30 a.m. would be made at 7:30 a.m. at the borrower’s location.
