Use of "Instuto Federal Electoral Card" as ID

Question: 
If a non-customer comes in to cash an on-us item and their only identification is an "Instuto Federal Electoral" card, what do we need to do? They do not have a passport or green card, so most likely this means that they are an illegal alien. What could the repercussions be if we were to cash this item?
Answer: 

It is not illegal to cash a check for or even open a bank account for someone who is in the U.S. illegally. Your concern should be focused on whether you regard this form of identification as acceptable for your own purposes. You may accept it. You may refuse it.
