VISA Merchant contact requirement

Question: 
Can we require that a cardholder contact the merchant before opening a claim?
Answer: 

Although VISA may require that a cardholder contact the merchant before we have chargeback rights, if the claim is covered by Reg E, we cannot require this as a condition of starting our investigation. We can ask, but not require cardholder assistance.
