Visa Posting Rules for Debit Card Dispute

We have a customer that wanted to dispute a debit card Visa transaction while it was in presentments. We held the dispute until it posted. I know with Reg E the dispute starts when posted. Does the same apply with the Visa Rules?
Answer: 

Similar to our reasoning on Reg E, Visa rules tell us a transaction must be posted to the account before provisional credit may be issued. If you accepted a dispute for a debit that has not posted, when would you provide provisional credit? You might be in violation of one rule or the other, or both, if you accepted the dispute. For this reason I would opine "no" that the debit must post first.
