Is there a way to find what the Visa Procedures are that must be followed when doing a debit card dispute?

Answer:

If your bank is an issuer of Visa debit cards, it should have a copy of or Internet access to the Visa Procedures Manual. Contact your Visa representative or the vendor through which you gained access to Visa for card issuance to get that access.
