What counts for HMDA reporting thresholds

Question: 
Are all transactions that are HMDA reportable counted toward the thresholds?
Answer: 

To determine if one of the thresholds has been reached, count only originated loans or lines of credit – those that were actually booked as loans or lines. Do not count applications that did not result in a booked loan or line. Once a threshold is reached, to be a HMDA reporter for example, report all applications that come under HMDA reporting: originated loans, those that were approved not accepted, denials (if not excluded by the Partial Exemption), applications that were withdrawn or closed for incompleteness, purchased loans, and preapprovals that were denied or approved not accepted.
