You can’t change Reg E because you want to.

How can we shorten the time limits in regards to a customer reporting a problem in for Reg E? Our card agreement requires provisional credit in five business days, so we want the customer to be forced to notify us sooner.
Answer: 

You can't. Reg. E implements the Electronic Fund Transfer Act, "Act" being the operative word. It is a law and Congress would have to make the change. You can't reduce the rights granted to the consumer even if you build that into your agreement. While not a Visa or MasterCard webinar, we may cross into some of the common issues related to those rules.
