Answer:
You don't. In fact, I encourage you to review your costs and determine what it takes to investigate the "average" claim. Using that cost, set a threshold and don't investigate all claims, but rather only those exceeding your threshold and those from repeat claimants. Pay the smaller claims immediately and be done with them.
