Our BSA procedures state that "individuals are never exempt from CTR reporting. Cash out transactions, currency exchanges and purchases of cashier's checks are never exempt from reporting." Is this a true statement? I have been unable to find information to support it.

When filling out the CTR concerning incoming wires, why do we have to fill out the wire transfer if it is not cash? If does have to be filled out, where do we list the dollar amount in cash-in?

This question is regarding BSA. We use Bankersonline Training. We currently have state examiners here and were told that if a customer deposited $7000 in cash today at one branch and then withdrew $4000 from the account at another branch on the same day that we need to aggregate the transactions and file a CTR for that customer. We say no, deposits and withdrawals are not aggregated. Who is correct?
