Reg E Changes & Overdraft Charges

Regarding Reg E and overdraft charges, currently our bank has a five day continuous overdraft charge. If someone is overdrawn five consecutive days, then we charge $15. If a one time debit or ATM charge causes the customer to be overdrawn, and he has chosen to opt-out, can we still charge the five day overdraft charge?
Fee Increase - New Opt-in & Disclosures Required?

Under the new Reg E rules, banks must disclose the amount of the overdraft fee before a client opts-in. From time to time, banks raise their overdraft fees. When we raise fees, will we be required to provide new disclosures, and will we be required to obtain new opt-in declarations?
E-statements to Acquired Bank Customers

We recently acquired two banks from the FDIC. One of them has e-statements, as do we. Do they have to agree to our e-statement terms or does the agreement with their current bank still apply?

Could you please explain the exceptions when it comes to overdraft services for the opt-in requirements? Please put in layman's terms, so I can understand what is expected in the opt-out and the opt-in requirements.
