If we have a POS transaction with a Visa debit card, does Reg E 10 day provisional credit apply or 5 day Visa provisional credit apply. In the Visa operating regulations it states 5 for Visa but it does not apply to ATM transactions so a PIN based transaction should fall under Reg E?
