What % of banks still use their core system to track exceptions?
Is it permissible for me to take all of the sender's information; provide the required combined disclosure and receipt; accept payment in USD for funds to be transferred in USD to sender's foreign account, but due to time constraints make the actual transfer tomorrow morning?

One of my members is disputing a transaction made with her debit card. The transaction came out of her account twice. Only the first transaction was authorized. I am being told that since it was not fraud it does not fall under Reg E guidelines. I believe they are wrong but I need proof. Please help.
In April 2013, a teller errantly entered the wrong routing number when a check she was scanning rejected. In Jan 2014, the FI whose routing number was errantly entered is now asking us to issue them a credit for this item. Is the FI within their time frame to ask for reimbursement? What regulation does this matter fall under.
