    July 1, 2004 is the date that the CIF exception to the BSA Travel Rule expires. The Travel Rule requires a financial institution to include certain information in transmittals of funds of $3,000 or more. The CIF Exception addressed computer programming problems by relaxing the Travel Rule's requirement that a customer's true name and address be included in a funds transmittal order, as long as alternate steps were satisfied.     The Federal Reserve has posted the new reference rates which lenders must use to determine if loans for which applications are received in June 2004 will be subject to HOEPA under the APR trigger test. Use the FRB H.15 to find applicable release which lists the Treasury Security with the same maturity term as your loan. To make the calculation, you use the yield in effect on the 15th of the month that precedes the month you received the application. For June, you will use the rates posted on May 14th since May 15th fell on the weekend.

    The U.S. District Court for the District of Connecticut has issued an opinion in a case regarding whether a state regulator could exercise "visitorial powers" over a subsidiary of a national bank. The Court determined that the OCC's recent issuance of a Final Rule regarding the exclusive nature of federal regulator's powers was a reasonable interpretation and must be upheld. FEMA to suspend communities

The Federal Emergency Management Agency (FEMA) has published a notice [79 FR 18825] in today's Federal Register identifying communities in Georgia, Indiana, Kansas, Maryland, Mississippi and West Virginia where the sale of flood insurance has been authorized under the National Flood Insurance Program (NFIP) that are scheduled for suspension on May 5, 2014, for their noncompliance with the floodplain management requirements of the program.

The Federal Reserve Board has posted links to informative articles regarding two tools it utilizes to predict the economy. The FRB/US Model is a large-scale estimated general equilibrium model of the U.S. economy that has been in use at the Federal Reserve Board since 1996. The model is designed for detailed analysis of monetary and fiscal policies. The Estimated Dynamic Optimization (EDO) Model is a medium-scale New Keynesian dynamic stochastic general equilibrium (DSGE) model of the U.S. economy that has been used at the Federal Reserve Board since 2006.
