Is there an implementing regulation to the Flood Disaster Protection Act (FDPA)? I don’t believe there is. I’m aware that the FDPA of 1973 has been amended by the National Flood Insurance Reform Act of 1994, the Biggert-Waters Act of 2012 and most recently the Homeowner Flood Insurance Affordability Act of 2014. It appears that all four acts make up the FDPA, but I could wrong, so I won’t say for sure. Would appreciate some clarity on the subject matter.

Thre is no implementing FDPA regulation, and that has always been one of the challenges. The now-rescinded FEMA Flood Mandatory Purchase Guidelines is still helpful and is available here on BOL. Another good resource would be your regulator's Flood exam procedures.
