Our bank policy requires a minor to be 16 years old and have a parent or guardian's signature to receive a debit card. We have had several recent requests to make exceptions for younger minors.
Do many banks offer debit cards to minors and if so what age requirement? Are there regulations to cover this - or is it more a bank policy issue?

The state of Wisconsin allows minors to be party to an account. By bank policy, we offer them at age 16 and any exception needs to be approved by the electronic banking officer.
