Under Reg E regarding preauthorized transfers, a payee must send a "notice of varying amounts" to a customer who has elected preauthorized transfers to pay. Payee cannot charge for providing this notice can it? Would this be true even if the customer wants the notice outside established limits set? Would this be true even for overdraft LOCs?

You cannot charge a customer for something to which the customer is entitled by law (except in the unlikely event that the regulation or law provided for a fee).

Frankly, I don't get the connection between your question and overdraft lines of credit.
