Anyone setting up HSA transaction accounts; and, letting more than one person have access to the funds (authorized signer or joint account ownership)?

If you are not allowing joint ownership or authorized signers and the customer has family coverage, who is the account owner the policyholder or does it matter)? My concern, in this situation is what happens if the account owner/policyholder is in a comma, has two broken arms, etc?

If it's a family plan we allow the spouse to be added as an authorized signer.

So you use the policyholder as the account owner and put the spouse as an authorized signer on the account? Do you issue debit cards to the account owner and/or authorized signer?
