If you are just going by what someone calls a fee by name, you are never going to find an accurate list. People call fees different things for different services. They only way to determine whether or not a fee is or is not a finance charge is to compare the actual service that the fee represents to the definitions found in 1026.4.

In addition to the nature of the service giving rise to each fee, the borrower (and not a third party) must be contractually liable for paying the fee. Even though you require a fee and it's normally a FC, if the borrower enters into a 3-party side agreement (borrower, lender, and 3rd party) that transfers responsibility for payment of the fee, it is no longer a FC...because the borrower is no longer required to pay it.
