Remote Deposit Capture - - Should Our Bank Buy an IRD Printer?

My Remote Deposit Capture vendor says I need an IRD printer. Is it really true if I use the Federal Reserve Bank for Return Items?
Answer: 

The purpose of an Image Replacement Document (IRD) printer is to convert a check image into a legal document, i.e., Substitute Check. Legally, an IRD is NOT a substitute check unless it meets all of the requirements defined by Check 21 law. However, an IRD is the common reference for these documents and having an in-house IRD printer means that you can print an IRD for returning "charge-backs" for your customers without having to wait for a service bureau to print them and paying them extra.
