According to the article, the FinCEN spokesman stopped short of suggesting that the agency is considering imposing BSA/AML rules on the armored car industry. Frankly, that seems to be (from my perspective) the major gap that needs addressing. Giving the Feds the tools to be able to shut down and penalize an armored car service if it fails to report suspicious activity makes sense.
In the meantime, anything FinCEN can do to clear up the mess with the current armored car ruling would be welcome.
