Why did Citigroup need to provide a 45-day advance change-in-terms notice; didn't they already have this language in their deposit contract??

Well, if you believe everything that you read on the internet - maybe.......... There is no such requirement even in Texas on checking accounts. Maybe Citi is converting all checking accounts to NOW accounts which will give them the flexibility to start paying interest on them at any time? This has always be a Federal requirements on NOW, MMDA and Savings accounts. Who knows, but the people commenting on this article are not well information and appear to be mainly conspiracy buffs.
