I know you're all tired of this question, but i need your help. If a VISA debit card is stolen and used to do a face to face purchase as a credit not a PIN debit. The customer reported it within the two days, is she liable for $50 or not? VISA says no but Reg E says yes...what do you say? lol I've listened to BOL Error Resolution DVD and still can't make a decision

Visa's zero liability policy applies to debit card purchase transactions that are processed on the Visa network. Because that policy is more protective of your customer than Regulation E is, the Visa provision controls. Regulation E sets out the minimum protection you must provide your customer. It does not prevent you from adhering to Visa's more protective contract.

There's no conflict between the regulation and the Visa rule on this issue. You can comply with both by adhering to the Visa rule.

thanks John, so is that a "no" she isnt' liable for $50?
