We are running with a referral program that offers a "gift or bonus" for referrals of new customers. This program is limited only to a non-interest bearing checking account. Are there any "unfair" issues with this limitation?

Deception would be the bigger concern for me in how its advertised but since you asked about unfair, I am not sure how it would be considered unfair as I don't see the harm.
