Are there any regulatory issues with running a Social Media Contest during Customer Appreciation Week where the Bank gives away 200.00 each day for a week to help customer pay their bills from those customers who comment on the daily question the Bank posts??

Depends on if you think a comment is consideration, because you are requiring them to complete an action or task that they are not legally required to do, and it will also depend on the rules on the Social Media Platform that you plan on using. IMHO there should be an alternative entry available.
