How do all of you verify that the disclosure for check 21 is sent out with any substitute checks?

I guess I should have been more clear. What types of procedures are in place to keep track of the disclosures being sent? I mean, if there is a log and operations logs that they sent the disclosure, is that adequate? I just think that they could say "yes" they sent it and may not have. Do you know what I am trying to say now?
