I was wondering what some of your procedures were when business customers change signers. Do you require all signers to re-sign a new signature card or is simply having new signers sign on the existing card ok? How about taking signers off a business account - do they have to sign something saying they are off?

This should all be spelled out in the new corporate resolution (or equivalent) that is given to the bank on behalf of the business. Whether you create all new signature cards, etc., is an operational decision at the bank.

We require all new signers to sign a new signature card and resolution. Our existing signature cards don't have a provision for replacing the current signers.

We require that at least one old signer be present to OK the appointment of the new signers. We have a standard form say that we are removing X Y and Z and adding A B and C. All new signers must be present to sign the new signature card.

This is not the proper way to handle this - new signers cannot be added without the proper resolution from the board of a corporation or equivalent for other type entities. Having an "old" signer there to "OK" the appointment of the new signers doesn't really buy you anything.

Randy: Do you have to ask the "old" signers to sign off of the cards, or is having a new resolution and having new signers sign on sufficient?

There would be no requirement for the "old" signers to sign off. They may not even be with the company anymore - thus triggering the need to add new signers.
