Force thru Charge on Closed or Hot-carded Debit Card?

If a cardholder who is under contract with a merchant and that merchant feels that they are still entitled to those funds, can they force through a charge on a closed or hot-carded debit card?
Answer: 

"Can the merchant force through a charge?" - Yes.

There is nothing that prevents a merchant from forcing through a charge. If the customer does not have the funds to cover the charge then the card issuer can exercise a chargeback right because the merchant failed to obtain a valid authorization prior to submitting the transaction.
