If a loan to a service member matures during the time of service, must a lender wait to collect the principle per the requirements of SCRA?

The SCRA doesn't resolve the SM of the debt. Payments are still owed, or the balance in the case of a matured loan. WHat changes is what you can do to collect the debt.
