Purpose of loan is home improvement, crops used as collateral. Must this be classified as an AG loan or can it be considered a shattel loan?

Classified where? On your system, you can classify any loan any way you want.
If the loan purpose is for home improvement, my opinion is it is NOT an AG loan.
