Can someone tell me if a bank is required to cash any type of checks (such as Government Checks)for a non-customer in the state of Georgia?

I have been unable to locate any state law that requires a bank in GA to cash any check that is not drawn on that bank. There is a law that states the bank can't charge to cash a check that is drawn on that institution.

I can't imagine a state law forcing a bank to cash a check and have to take that risk. I have taught Principles of Banking since 1997 and I have always taught that a bank is under no obiligation to cash a check drawn on another bank.
