I'm hoping someone can help us determine if this is a legitimate Reg E complaint. Apparently, customer's 12 year old son fraudulently opened a Paypal account. Then, 12 year old used mother's phone to transfer funds from her Paypal account. Obviously these transactions were not unauthorized; however mom's Paypal account was tied to her debit card so the funds were taken from her checking account.
Does Reg E come into play - or should the customer reach out to Paypal. We were told that Paypal said they would reverse it if the bank opened up a fraudulent claim.
