If greater than 50% of the residents in an assisted living property are being funded through the Medicaid waiver program, is this just as effective in proving LMI for affordable housing as if they were paying with Medicaid itself?

You will have to demonstrate mathematically that those who qualify under the waiver program qualify as LMI. Line the rules up next to each other.

You will need to be able to explain to an examiner how funding through the waiver program is the equivalent of funding by Medicaid, I would think.....

Yes, that is what I meant by the math. Medicaid waivers vary by state and I certainly have not made a study of them and how coverage differs from straight medicaid qualification.
