Anyone know if all agencies, FTC, OCC, FDIC, OTS, SEC are issuing mirror regulations?....Are there subtle differences?

I am certainly not an expert but when they issue joint rulings they will say it is a joint ruling and you can find information on the joint rulings at http://www.ffiec.gov. Each individual regulatory agency would also have information on the joint rulings.
Other than that, we are regulated by the OTS and after reading the posts by those who are regulated by different agencies I have come to know that each agency may interpret a regulation in a slightly different manner - or maybe it is better put that they may cite an exam excepetion using a different thought process than another agency.
Someone else may be able to give you more complete information than this.
