Answer:
When your state or tribal plan is approved then the state will set licensing procedures and your farmers are a go. If your state does not have a plan, but hemp growing is legal in your state then the federal government will issue the licensing. This process is not ready yet but should be soon. There are some states that were approved with the 2014 Farm Bill. This hemp is mainly grown for research. So some customers are already up and running.
