The bank will soon be allowing customers to recieve bank statements electronically. All the research has been done and appears good.

I was just given the PAPER "Electronic Statements Enrollment Form" to check. Customers will read and fill out this form to enroll for e-statements.

The form is printed on Bank letterhead which shows the Banks' name and our logo. This letterhead does NOT have the "Member FDIC" advertisement on it.

Would this type of form be considered a "Circular Letter" since it will be going out to bank customers offering this new service?
