According to RESPA you are presumed to have an application when you have the following info:
Applicant's name
Applicant's SSN or other tax ID
Applicant's income
Loan amount
Property value estimate
Property address

For Regulation B a completed application is when you have rec'd all the information that is required to underwrite.
You as an institution decide what is necessary.

JSD: Technically, I disagree with your definition of Application. I like to say it's "when you have enough info to make a decision". While your definition and mine are the same for approvals, they are not for denials. For instance, if I have someone walk in and say "I know my credit score is 400, but . . . ", I've got enough info to say "no" - a complete application. I don't have enough to underwrite the loan.
