I have to say that painting a community with a broad brush like this is unfair. The vast majority of the Amish community around here treat their animals well as they are their livelihood. Even if they are considered "tools" they take care of them even if they don't give them the same family member status that non-farming families give their pets. I am sure that isolated incidents of animal abuse and neglect occur among their community just as they do everywhere, but to generalize like that is not right. I was in Amish country this past weekend and was struck by the beauty of their horses - they looked very well taken care of.
I agree, it happens though, and based upon the description of her starving, it sounded like she wasn't doing well. Perhaps it is different closer to you than me. We regularly have to rescue dogs from Amish folk who don't feed them, get them any vet care, etc.
