I know this is a very basic question, but I'm having a 'day' and wanted to double check.

If we want to raise our surcharge on our ATM for non-customers, we don't have to do anything other than post a new fee notice and change the amount on the electronic notice, correct?

If we want to change the fees that our customers are charged at ATMs that are not our own, do we have to give 30 days or 45 days advance notice?

First question - correct. The "static" notice on or at the ATM doesn't need to be changed unless you include the fee amount there. But the screen/paper notice does.

Second question. Neither. The notice period for Reg E fee increases is 21 calendar days. [Reg E ยง205.8(a)]
