According to the White House website, the bill signed by the President on the 17th only reauthorizes the NFIP through December 23rd. This is consistent with the latest information on the FEMA website. My understanding is that there is a bill that reauthorizes the NFIP through May 31, 2012, but it is awaiting the President's signature. For the bill signed by the president, go here H. J. Res. 95 Public law 112-36 can be found here. The language reauthorizing the NFIP is in Section 130.

Let's keep our fingers crossed. Apparently it wasn't presented to the President until late yesterday. His office said he would sign it, but negotiations for a compromise on the payroll tax impasse may have put it on the back burner for today.

From the ABA today:
NFIP President to Sign Bill With Flood Insurance Extension Today President Obama today is expected to sign the $1 trillion appropriations bill (H.R. 2055) that was cleared by Congress last weekend and which includes a provision extending the National Flood Insurance Program through May 31, 2012. The president had signed a temporary spending bill Saturday that funded the government through today to allow time for the larger bill to be prepared and sent to the White House for signature.

FEMA finally updated their site as well: On December 23, 2011, President Obama signed the Fiscal Year (FY) 2012 omnibus appropriations bill that includes a provision extending the NFIP through May 31, 2012. Any hope that the House will pass the version the Senate approved last week? Otherwise, it appears we'll go into early June when everyone returns from recess.
I hate going through this AGAIN!!!

CONGRESS House to Vote Today on 60-Day NFIP Extension The House today is scheduled to vote on the Senate-passed version of a bill (H.R. 5740) that would extend the National Flood Insurance Program for 60 days. The legislation also includes a provision that would phase out premium-rate subsidies for people buying second homes and vacation homes in flood-prone areas. The NFIP’s current authorization is slated to expire at midnight on Thursday.
Meanwhile, Senate Majority Leader Harry Reid (D-Nev.) has agreed to schedule a floor debate in June on the Senate’s draft bill that would reauthorize the NFIP for five years. The Senate Banking Committee approved the legislation on Sept. 9. The House passed an NFIP five-year reauthorization and reform bill (H.R. 1309) last July.

Does this mean that 60 day extension is subject to President Obama's signature? If so, when we will know that the President has signed and the program is good for another 60 days?

Yes, it's subject to the President signing. You can track the status on this website: http://www.govtrack.us/congress/bills/112/hr5740#If signed, the extension is valid until July 31, 2012.
