I understand Reg CC is not applicable to savings accounts, but we do place holds. My question is, if we place holds, are we required to provide notification of the holds and when funds will be avaialable?

Only if required by State law.

Since Reg CC does not apply to savings accounts (unless your state law or funds availability policy says that it does) you can choose to make funds available whenever you choose. There is no time requirement.
