No--but laws vary widely state to state around opening accounts for minors. In some they need a parent co-signer, in others they can open accounts and the limitation on contracts with minors is waived.
As a multi-state bank, we've made it policy not to allow a minor to be the primary on a deposit account. For us, they can only be an authorized signer on a joint account with right of survivorship, and when at least one other owner is their legal parent or guardian.
