I'm a pretty new BSA Officer and have been given the task of updating/revising the BSA Program prior to the annual review/approval from the board.

Can someone confirm for me whether or not an OFAC check needs to be done against the payee of cashier's checks? If so is there an amount at which we should search them or is it any amount?

We do not current sell cashier's checks to non-customers so we don't search OFAC on purchaser of them since in essence we search them during the data base scrub.

OFAC doesn't require you to do anything. Whether you search or not will depend on your risk assessment. If you search the threads, look through InfoVault, click on the AML/BSA section of BOL you'll find lots of good information to help you in your new position.
