I've searched the threads but have not found a definitive answer.
Can a bank charge a convenience fee to its customer making a mortgage loan payment with a debit or credit card in a face-to-face transaction?
I am inclined to say no. Visa rules say that a "merchant" must not accept a card to collect on an existing debt, and MasterCard rules say no convenience fee on an installment transaction. I feel I'm on the right track, but....
